Abstract

One of the key tasks in the education system is to define the normative content of work activities in various training areas, which can be used to design educational programs. The gap between the activities carried out by specialists on the job and what is taught at universities undermines the quality and effectiveness of educational activities. Therefore, it is important to be able to determine the structure of professional activity in a specific area, the list and content of competencies required for it, as well as indicators by which the degree of compliance can be determined. This is especially relevant for engineering training areas, which are aimed at preparing specialists in demand by the labor market. The aim of the study is to present a methodological approach to developing a competency model, which has been tested in the experience of Rosatom, a major Russian company, and can be used to develop educational programs. The basic research methods included observation of the specific activities of specialists and focus groups to develop the structure of a competency model for specific professions. During the project, a competency model for a relay protection and automation (RPA) engineer was developed, its structure was outlined, the types of activities performed by an engineer were described, and the levels of competency development were characterized, as well as the time and education required to advance from one level to another. These results can be used to develop a corresponding educational program at the university. The developed methodological approach can serve as a basis for developing competency models and can also be used in educational organizations to implement a business approach to educational program design.
