Abstract

The relevance of the article is determined by the objective need for further forward-looking scientific research related to the transformation of the levels of professional education, including the separation of postgraduate education from higher education into a distinct tier. The research problem lies in the contradictory approaches to assessing the performance of postgraduate programs and their learning outcomes. The aim is to develop theoretically substantiated practical recommendations for improving the performance of postgraduate programs for academic and research personnel. Methodology, methods, and techniques. The application of the comparative-analytical method made it possible to identify key factors that reduce the efficiency of training academic and research personnel, including the analysis of the regulatory and legal framework, the systematization of data from scientific publications, and expert assessments of the practices of leading higher education institutions. The synthesis method enabled the development of proposals to strengthen the interconnection between the educational and research activities of postgraduate students in order to enhance program performance. Results and scientific novelty. Based on the identification of the most significant factors reducing the validity of assessing the performance of postgraduate programs, proposals have been formulated to minimize their negative impact, both at the level of Russian education governance and at the level of educational institutions. The practical significance lies in the development of proposals for aligning the content of individual study plans of postgraduate students with their individual research plans.
